ConstitutionConstitution of the Boise State University Zeta Upsilon Chapter of Sigma Tau Delta (International English Honors Society)
The name of this organization shall be the Boise State University Zeta Upsilon Chapter of Sigma Tau Delta. Article II: Statement of Purpose The purposes of this organization shall be: A. to establish a community of scholars with similar interests and talents; B. to provide opportunities for members to extend their interest in literature and language beyond the classroom; C. to organize and sponsor trips to conferences and workshops; to provide career counseling, to establish opportunities for advanced and independent studies, to encourage the production and presentation of creative and analytical work; D. to stimulate an interest in literature and language in the University and in the larger community by sponsoring public lectures and workshops and by addressing issues important to the area; E. to serve the University and the larger community by organizing and evaluating literature and language competitions and by sharing expertise in appropriate situations. A. This organization shall operate according to the regulations and policies of Boise State University, and in compliance with all local, state, and federal laws. B. This organization shall adhere to the regulations and constitution of the international organization of Sigma Tau Delta that do not conflict with the regulations and policies of Boise State University or with the Constitution of the Associated Students of Boise State University. This organization shall not discriminate on the basis of age, race, color, national origin, religion, sexual orientation, disability, veteran's status, ancestry, or political affiliation. A. The president of this Chapter must be a full-fee paying student of Boise State University. B. All remaining officers and voting members of this organization must be full-fee paying students at Boise State University. C. Part-time students of Boise State University, faculty, staff, and community members may be associate members but may not vote or hold office. D. At least 51% of the total membership shall be full-fee paying students. E. Members must meet the minimum eligibility requirements set forth by the national organization. A. Quorum: To conduct business, a simple majority of the total voting membership must be present at the meeting. Two-thirds of the total voting membership must be present for all elections. B. Voting Percentages: Motions dealing with amendments and the removal of officers or members will require a two-thirds majority vote of the total voting membership. All other motions will require a simple majority vote of the quorum to pass. C. Parliamentary Authority: The Constitution of this organization shall be the supreme authority in parliamentary procedure at all meetings. The Bylaws of this organization shall be the next highest authority. D. Frequency of Meetings: This organization shall meet at least two times each semester. The President or a two-thirds majority of the total membership may call emergency meetings. Written and/or verbal notice of the organizational or emergency meetings shall be given to all members at least seven days prior to such meetings. A. Elected officers: the elected officers of this organization will be: 1. President 2. Vice-President 3. Secretary 4. Treasurer B. Qualifications: All officers must be full-fee paying students at Boise State University and must maintain a minimum of 2.0 cumulative GPA. C. Term of Office: An officer shall serve for one year from their swearing in, or until their successor is appointed or elected. D. Duties: The duties of the officers shall be as follows: 1. President: a. shall be the chief executive officer of the organization and shall preside over the meetings. b. shall submit the names of all officers of the organization to the Student Activities Office not more than four weeks after the beginning of the Fall semester and within ten days of any election. c. shall submit additional information as it is required to the Student Activities office d. shall assist the Advisor and the Treasurer in preparation of requests for funding from the Associated Students of Boise State University, and shall sign said requests. 2. Vice-President: a. shall assume the duties of the president during his/her absence and shall succeed to that position in the event that it becomes vacant. b. shall be responsible for writing and maintaining the bylaws of this organization. 3. Secretary: a. shall keep records of all meetings. 4. Treasurer: a. shall be the financial officer of the organization. b. shall report an accounting of revenues and expenses upon request at any organizational meeting. c. shall prepare, at the end of each school year, all financial records for audit. d. shall assist the Advisor and the President in preparation of requests for funding from the Associated Students of Boise State University, and shall sign said requests. 5. All other duties of officers will be outlined by the bylaws of this organization. A. Types of Elections: General elections will be held to replace officers whose terms are due to expire. Special elections shall be held when an office is vacated midterm B. Nomination of Candidates: A candidate for office must be nominated by a voting member. C. Time of Elections: General elections shall be held in April and special elections will be held as necessary. D. Form of Vote: All elections shall be by secret ballot. Article IX: Removal of Officers Any officer not fulfilling his/her duties as outlined in this Constitution or in the Bylaws of this organization may be removed by the membership providing that the following guidelines have been observed: A. Voting: A two-thirds majority vote of the total voting membership shall be required for the removal of any officer. Voting shall be conducted by secret ballot. B. Notice of Charges: Officers subject to removal shall receive written notice of the charges against them two weeks prior to the vote for their removal. C. Fair Hearing: Officers subject to removal shall be allowed to respond to any and all charges before the vote for removal is conducted. D. Appeals: Appeals shall be made to the Associated Students of Boise State University within seven days of removal. Any member may be removed providing that the following guidelines have been observed: A. Voting: A two-thirds majority vote of the total voting membership shall be required for the removal of any member. Voting shall be conducted by secret ballot. B. Notice of Charges: Members subject to removal shall receive written notice of the charges against them two weeks prior to the vote for their removal. C. Fair Hearing: Members subject to removal shall be allowed to respond to any and all charges before the vote for removal is conducted. D. Appeals: Appeals shall be made to the Associated Students of Boise State University within seven days of removal. This organization shall annually designate an advisor. Said advisor shall have no voting privileges. Article XII: Financial Support The finances of this organization will come from fund raising projects, individual contributions, dues, the Associated Students of Boise State University, and/or from Boise State University. A. Notice: A proposal to amend this Constitution or the Bylaws must be presented to the total voting membership in the form of a written motion at least seven days before it is voted on. B. Voting: Amendments must pass by a two-thirds majority of the total voting membership. C. Amendments to this constitution must be approved by the Associated Students of Boise State University Judiciary in order to become effective. |
